The Bert & Phyllis Lamb Prize in Political Science for 2017 was awarded to Claire McMorris. Ms. McMorris is a senior in the University Honors College, majoring in Political Science: Law, Politics, and Society, at Oregon State University in Corvallis, Oregon.
Ms McMorris’ winning submission is entitled “Corporate Oregon: A Narrative Study of Measure 97.” Her work uses the Narrative Policy Framework to examine policy narratives. She studied the policy narratives in the context of a citizen initiative known as Oregon Measure 97. The purpose of this initiative was to “increase taxes on corporations in the state to support education, healthcare, and senior service programs (McMorris, 2017: 4). This initiative was highly contentious and the most expensive campaign in Oregon’s history. Ms McMorris explained that the initiative “deeply connected story with … policy change, and turned narratives into agents of public opinion persuasion” (McMorris, 2017: 5).
